The BBC was set up in 1927. From the beginning its policy (政策) has been that it will try to "educate, inform and entertain" the people. The founders of the BBC thought it was very important that the BBC should be independent (独立) from political and commercial (商业的) interests. This means that they did not want to get money from the government because that would mean that they could be influenced (影响) politically, and they did not want to be paid by advertisers (广告顾客), because it would mean that they would have to produce the kind of programs that advertisers wanted. They thought of a plan for getting the money that they need to provide (提供) a service directly from the public. Each person in Britain has to pay a license fee (牌照费) if they own a television, and this money is collected by the BBC. In this way the BBC remains independent and need only be influenced by the public who watch their programs. They also make money from selling their programs abroad. The government only gives them money for world service programs which are not broadcasted in Britain.
